Wellbeing of children and young people who offend draws on the analysis for the Youth Engagement Ministerial Group showing the characteristics of youth offending.

Findings from this research informed Ministers’ decisions in November 2022 to strengthen support for young people, who had offended, particularly in regions where need was highest. 

This included bolstering cross-agency initiatives, such as Kotahi te Whaakaro in South Auckland, and providing $6 million, which was used by communities in the priority regions to address needs identified in those communities as most urgent. Kotahi te Whakaaro is a successful cross agency approach that brings together government and non-government.  Agencies meet on a daily basis to review cases of young people involved in offending in Counties Manukau.  Case plans are designed to prevent escalation into or through the youth justice system.
